The library continues to play an important role in the Lawrence County area. Good libraries don’t just happen; they have to be planned, cared for, and guided through change.

Mission
From 1910-1925, the library was housed in a large room on the second floor of the Heilman Building (later known as the Haney Building) on East Washington Street, the site of the current Rite Aid parking lot next to the Community Y. After outgrowing that space, the library moved to the remodeled Hoyt Residence at the southwest corner of Jefferson and North streets in 1925 where it remained until its relocation to the Old Post Office Building on North and Mercer streets in 1938. The present-day library at 207 E. North St. opened to the public in 1981.

The Board of Directors sets policy and direction for the library, acts as advocates for the Library with the both the general community and elected officials
Board members are volunteers appointed to 3 year terms and represent the communities in NCPL’s District Service Area.
Meetings
The New Castle Public Library Board of Directors meet at 4:30 p.m. on the third Tuesday in the New Castle Public Library, unless otherwise noted. All meetings are open to the public.
After the last Board Meeting, 26th May 2026 the Board considered a variety of comments made to the Board following the meeting. The Board has communicated with one another, reviewed the requirements of their 501(c)(3) status, and determined some items as follows.
When the New Castle Public Library became a 501(c)(3) in 2023 it was no longer a public entity but became a private corporation dedicated to serving the public interest. Although we could have operated under the rules of a 501(c)(3) we instead maintained a sort of hybrid by holding public meetings and providing materials that the Library has no obligation to provide. We also had a public comments time which is also not required.
As 501(c)(3) we will follow the rules of the
501(c)(3) but still offer a hybrid presentation at Board meetings. Please note the procedures outlined below.
1. All Board meetings may be attended in person and Zoom access will be available only to Board members who cannot attend in person. Executive sessions, work sessions, and committee meetings are private sessions and restricted to the designated parties. Please note that the Library does not have a history of public Zoom sessions and the one that the Board can recall occurred without advice and consent.
2. An agenda will be published online. In the past the Library has made the entire Board packet available in contravention of the 501(c)(3) obligations. Certain materials are available upon request and can be made through the Library Administration for review and consideration based upon the 501(c)(3) requirements.
3. The Board has decided to reinstate the comments period at the beginning of the Board meetings. Time will be reserved to 10 minutes, 2 minutes per speaker. Multiple comments on the same topic will deplete this time and prevent other inquiries. It is appreciated if one interest is being represented that one person speaks on behalf of that topic.
